When it comes to hot dining locales, Harlem is probably the opposite of what you'd expect. But don't judge a 'hood by its cover. What has been dubbed "Harlem's Restaurant Row," spanning Frederick Douglass Blvd. – Eighth Ave. north of 110th St., is now home to some great eats, thanks to several (40% to be exact) vacant storefronts.
